EFDPO Issues Formal Opinion Letter on the Reform of the GDPR

On 16 July 2025, the European Federation of Data Protection Officers (EFDPO) published its Formal Opinion Letter on the Reform of the General Data Protection Regulation (GDPR).

Based on the practical experience of DPOs across Europe, the letter outlines key areas where targeted reform is necessary to reduce bureaucracy, improve legal certainty, and support innovation.

The EFDPO calls for:

  • Risk-Based Data Protection and Privacy by Design
  • Strengthening the Role of Data Protection Officers (DPOs)
  • Reducing Bureaucracy and Enhancing Legal Certainty
  • Reforming Certification Structures
  • Harmonized Interpretation and Guidance Across the EU
  • Connecting Data Protection and Innovation
  • Transparency and Harmonization in Sanctions
  • Strengthening and Securing the Qualification of DPOs

The proposed reforms aim to reduce bureaucracy, enhance legal certainty, and foster an environment where data protection and digital innovation can thrive together. We urge policymakers to consider these recommendations to ensure the GDPR remains effective, practical, and supportive of Europe’s digital future.
